Can a faulty ESC with a bec cause the bind to fail on the receiver

It could cause a loss of control (due to the RX and servos not being sufficiently powered), but I can’t see how the bind could be lost - re-establish the power and it should reconnect. If the bind is being lost something else is likely the culprit, though the only system I’ve seen that happen on tbh is Spektrum (sorry, not a dig, just my experience).

As Martin suggest substitution with another power supply is the way to diagnose this sort of issue.

If you are unable to bind using a power supply that is known to in another set up then you know your bind problem is due to something else.

A bind can fail for quite a number of reasons like the transmitter is simply too close to the receiver!

The important question is has that receiver been successfully bound to that particular transmitter before?

Was the bind lost without any action by you?

A bind is always lost the instant you plug in a bind plug, or press the 'bind' button if the receiver uses one, with the receiver powered up.
