I would personally dampen both sides of the plank with a mist spray and then lay the plank on a very flat surface with weight placed over the length at even intervals and left to dry out again.

I would imagine any 1400 - 1700 mAH reciever pack ought to be enough power to enable a good afternoons flying

Have a look at J Perkins E-Pro motors & speed controls.
Your 15A ESC will not be enough (15A x 11.1v (3s lipo) = 167W

Have a look at their C35 motors with a 30A ESC. Pretty good combinations for 60 - 70

I agree with Mikes comments.

I suspect you have the wedge in the right place but the wrong way round.

Thin edge to the centre, thick edge to the tip with the wedge towards the trailing edge.

Normally on plans you will have a measurement at a particular point along the trailing edge. This point should be packed to the measurement and other packing fitted along other points on the TE.

Use the same set of wedges placed on the same points along second wing to make sure that both panels are set the same.

Of course all this needs to happen on a flat building board and the rest of the wing needs to be firmly held to it while the washout is set into the wing.
