That is David the Swedish guy from the FliteTest Youtube channel.

Some guys from did a similar thing over Spain last year in a project they called "PARIS" Paper Aeroplane In Space. They dropped a free flight paper plane from a helium baloon with a video camera and a tracker. They got some nice dark sky photos from the edge of space and recovered the paper plane with very little damage to the plane.
